The autonomy of national policy in a globalised world: the experience in the Scandinavian EU countries Denmark, Finland and Sweden

Zielsetzung dieser Studie ist es, zwei Fragen wissenschaftlich zu beantworten. Während die erste die Ursachen der bemerkenswerten makroökonomischen Robustheit der nordischen EU-Länder seit Mitte der 1990er Jahre betrifft, bezieht sich die zweite auf die Nachhaltigkeit eines hohen Grades an staatlicher Aktivität in Zeiten der Finanzmarktglobalisierung. Die Autoren gehen bei ihrer Untersuchung von der Vermutung aus, dass gerade der skandinavische Wohlfahrtsstaat diese kurz- und langfristigen Aspekte makroökonomischer Politik sehr gut verknüpft. Es stellte sich heraus, dass die Konzepte der normenbasierten Regime und der Regime-Konstellationen, die auf der Annahme institutioneller Komplementaritäten beruhen, bei der Analyse der Wechselwirkungen zwischen makroökonomischer Robustheit in kurzer Frist und Wahl des staatlichen Interventionsgrades in langer Frist sehr hilfreich sind. Dieses Ergebnis wird durch eine umfassende Studie der Literatur über den skandinavischen Wohlfahrtsstaat und, insbesondere, durch eine ökonometrische Untersuchung makroökonomischer Regime und Regimewechsel in den nordischen EU-Ländern gestützt.

Abstract:

The aim of this study was provide answers to two research questions. While the first one is concerned with the causes of the remarkable macroeconomic resilience of the Nordic EU-countries since the mid-1990s, the second one is related to the sustainability of a high degree of government activity in times of financial globalisation. The authors start their inquiry with the suggestion that it is the Scandinavian welfare state that closely connects these short-term and long-term issues. It turned out that the concepts of norm-based regimes and regime constellations based on institutional complementarities are extremely helpful in the exploration of these interconnections. This result is substantiated by an extensive review of the literature on the Scandinavian welfare state and, in particular, by an econometric investigation of macroeconomic regimes and regime shifts in the Nordic EU countries.
